Appropriates $5,350,112.00 from the State General Fund to the State Personnel Board for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 46 permanent positions and 0 time-limited positions for the State Personnel Board.

Prohibits salary increases for current employees using vacancy funds; vacancy funds must be used only to increase headcount and fill vacant positions from fiscal year 2025.

Requires the State Personnel Board to determine and publish projected annualized payroll costs and prevents salary actions except for essential new hires if actual expenditures would exceed projected costs.

Mandates the State Personnel Board maintain complete accounting records in the same format as fiscal year 2025 and submit the fiscal year 2027 budget request in comparable detail and format.
