Authorizes 886 permanent and 27 time-limited positions within the Mississippi National Guard

Allocates $2,330,998 for the Youth Challenge Program at Camp Shelby, plus $10,000 for staff uniforms and $1,600,000 reappropriated for Youth Challenge Academies facility renovations

Provides $662,778 for the Armed Forces Military Museum at Camp Shelby and up to $300,000 for the Sonny Montgomery Center for America's Veterans at Mississippi State University

Designates $4,000,000 from the Education Enhancement Fund for the State Education Assistance Program and authorizes the Adjutant General to transfer funds to meet federal grant matching requirements
