Appropriates $5,672,001.00 from the State General Fund to the State Veterans Affairs Board for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates $3,188,408.00 from special funds to the State Veterans Affairs Board and $6,357,359.00 from the State General Fund plus $48,527,060.00 from special funds to the Mississippi State Veterans Homes for fiscal year 2026.

Authorizes 40 permanent and 25 time-limited positions for the Veterans Affairs Board, and 265 permanent and 317 time-limited positions for the Veterans Homes.

Grants the Executive Director authority to transfer up to 25% of authorized budgets between the Veterans Affairs Board and Veterans Homes, with advance written justification to the Legislative Budget Office and Department of Finance and Administration.

Allocates $250,000.00 for care of indigent/low-income Mississippi veterans and nonveteran surviving spouses meeting eligibility criteria under the "Hilton R. 'Jack' Vance Act of 1997."
