Appropriates $16,924,899.00 from the State General Fund for the Office of the Secretary of State for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes $16,690,305.00 in special source funds for the Secretary of State, including $1,750,000.00 for the Land Records Maintenance Fund, $4,215,393.00 for the Elections Support Fund, and $11,000,000.00 from the Public Trust Tidelands Fund to transfer to the Department of Marine Resources.

Authorizes 95 permanent positions and 11 time-limited positions within the appropriated funds, with restrictions on salary increases and transfers without Department of Finance and Administration approval.

Allocates $1,000,000.00 for cybersecurity and election integrity expenses and $6,299,732.00 for the Broadwater Marina Restoration Project.

Establishes performance targets for fiscal year 2026 including 95% business services phone call answer rate, 650 poll workers completing online training, and 9,000,000 website visits.
