Appropriates $20,903,568.00 from the State General Fund and $299,561,213.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 154 permanent positions and 36 time-limited positions for the agency, with restrictions on salary actions and escalations without new funding approval.

Establishes performance targets for economic development, community development, tourism, and support services, including 1,000 national recruitment contacts, 30 million visitors per year, and $7.5 billion in travel revenue.

Allocates specific funds for tourism promotion ($4,876,298.00), heritage areas ($200,000.00), Innovate Mississippi ($1,000,000.00), Mississippi Main Street Association ($500,000.00), and other economic development initiatives.

Includes $143,425,178.00 for three major economic impact funds: Triple Crown Fund ($25,162,916.00), Project Poppy Fund ($75,918,875.00), and Project Atlas Fund ($42,680,387.00), plus $40,000,000.00 for Site Development Grants and $6,972,000.00 for Main Street Revitalization Grants.
