Extends the repeal date of Chapter 813, Local and Private Laws of 1989 from September 30, 2025 to September 30, 2029, allowing the Greenwood Tourism Commission and tourism taxes to continue operating.

Maintains the Greenwood Tourism Commission as a 14-member advisory body consisting of ward representatives, chamber of commerce and business organization representatives, and university designees to promote conventions and tourism.

Authorizes the City of Greenwood to impose up to 1% tax on hotel and motel room rentals and up to 1% tax on restaurant and bar gross receipts from prepared food and alcoholic beverages.

Requires the city to adopt a resolution and publish notice for at least three weeks before implementing taxes, with provisions allowing a referendum if 20% of qualified electors or 1,500 residents (whichever is less) petition against the levy.

Dedicates tax revenues (minus 3% collection cost) to the Greenwood Tourism Commission for promoting conventions and tourism, with annual independent audits and budget approval by city governing authorities required.
