Authorizes Bolivar County Board of Supervisors to establish a utility district in Choctaw to own, operate, and maintain the Choctaw Sewer Association system facilities.

Board may use county general funds and grant funds to repair and improve the sewer system, and may create the district by resolution without following standard utility district incorporation procedures.

Utility district board of commissioners shall consist of 3-5 members appointed by the county board, with initial terms of 2 years and subsequent terms of 5 years; county board's role limited to appointments and authority to dissolve or reconfigure the district.

Utility district may contract for system operation and maintenance, is exempt from Mississippi Public Service Commission certificate requirements, and may arrange water service shutoffs for customers 60+ days delinquent on sewer fees.

County board authorized to transfer sewer, water, and wastewater assets, lands, easements, and funds to the utility district; county and district shall request permit transfer from Mississippi Department of Environmental Quality.
