Establishes an interim board of commissioners consisting of the Scott County District Five Supervisor, Newton County District Three Supervisor (if authorized), and four resident members appointed by the Governor, with resident members to be elected by district users after natural gas service begins.

Authorizes the district to issue revenue bonds up to $15,000,000 to construct and acquire a natural gas transmission and distribution system, with bonds subject to user protest and potential election requirements.

Exempts the district's gas system from Mississippi Public Service Commission jurisdiction, treating it as a municipal gas system under state law.
