Expresses the Mississippi Legislature's sympathy and appreciation for the public service of former President Jimmy Carter, who passed away on December 29, 2024.

Recognizes Carter's 1976 presidential election victory in Mississippi, where he won 49.56% of the vote and all seven pledged electoral votes as the last Democratic presidential candidate to win a majority in the state.

Acknowledges Carter's major foreign policy achievements including the Panama Canal Treaties, Camp David Accords between Egypt and Israel, SALT II Treaty with the Soviet Union, and establishment of diplomatic relations with China; he received the 2002 Nobel Peace Prize for his peace efforts.

Highlights Carter's domestic accomplishments including creation of the Department of Education (1979) and Department of Energy (1977), energy conservation initiatives, and the Alaska National Interest Conservation Act (1980).
