Commends Mayor Gary Rhoads of Flowood, Mississippi, for 36 years of dedicated public service, including 8 years as Chief of Police (1981-1989) and 36 years as Mayor beginning June 6, 1989.

Recognizes economic development accomplishments under Rhoads' leadership including the Dogwood Festival, Lakeland Commons, Sheraton Hotel and Conference Center, Refuge Golf Course, and healthcare facilities, while maintaining one of the region's lowest millage rates.

Acknowledges Rhoads' role in establishing a strong financial foundation for Flowood through effective management of reserves and debt.

Notes Rhoads' service on various state and local boards including Mississippi Wildlife Fisheries and Parks, Merit Health River Oaks Board of Trustees, East Metro Access Parkway, Rankin Hinds Pearl River Flood and Drainage Control District, and West Rankin Utility Authority.

Extends best wishes to Mayor Rhoads and his family as he retires to spend time with his wife Lydia, two children, and four grandchildren.
