Commends Arlin C. "Cotton" Ruthven on his retirement from the Mississippi Law Research Institute after over 30 years of service as Senior Research Counsel.

Recognizes Ruthven's distinguished military service as a Vietnam War Infantry Company Commander in the 1st Air Cavalry Division, including awards of the Silver Star, Purple Heart with Oak Leaf Cluster, and Bronze Star with "V" Device.

Acknowledges Ruthven's legal career including a Juris Doctorate from University of Mississippi School of Law (1976), service as law clerk to Mississippi Supreme Court Chief Justices, and work as attorney at Thompson, Alexander & Crews and Waller & Waller law firms.

Honors Ruthven's ongoing support of veterans organizations and his provision of research assistance and advice to the Mississippi Legislature through the Law Research Institute.
