Amends Senate Rule 65 to allow removal of Rules Committee members representing congressional districts by a three-fourths (3/4) vote of Senators from that respective congressional district.

Requires each congressional district caucus to hold organizational meetings and elect a chairman and vice chairman, with meetings callable by the chairman or by majority request.

Maintains the Rules Committee composition of the President (non-voting), President Pro Tempore, and four Senators with at least four years of Senate service, one from each congressional district.

Preserves all existing Rules Committee duties and authorities over Senate business affairs, space assignments, staff, personnel employment, and ethics oversight.
