Appropriates $5,050,924.00 from the State General Fund and $464,494.00 from special funds for the Mississippi Public Service Commission for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $4,485,084.00 for personal services including employee salaries, wages, fringe benefits, and vacancy funding for 51 permanent and 6 time-limited positions, with restrictions on transfers between budget categories.

Establishes performance targets for utility regulatory services including 142 utility docket cases, 4,600 utility complaints, and 900 pipeline inspections to be reported in the fiscal year 2027 budget request.

Prohibits creation of a consumer advocacy division or hiring additional staff for such a division within the Public Service Commission.

Requires the Public Service Commission to report time expended on each regulated entity during fiscal year 2025 to legislative committees by August 1, 2025.
