Appropriates $2,566,599.00 from general funds and $80,000.00 from special funds (Project Atlas Fund) to the Public Utilities Staff for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $2,420,120.00 total for personal services including employee salaries, wages, fringe benefits, and vacancy funding, authorizing 24 permanent positions and zero time-limited positions.

Designates $380,713.00 of personal services funds as "Vacancy Funding" to fill previously authorized but unfilled positions, prohibiting use for promotions or salary increases for current employees.

Requires the agency to maintain current accounting and personnel records, restricts general fund use to replace withdrawn federal or special funds, and mandates compliance with state personnel board salary guidelines and budgetary procedures.

Grants preference to Mississippi Industries for the Blind in procurement when bids are equal in price, quality, and service, and takes effect July 1, 2025.
