Appropriates $566,583.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates $44,274,797.00 from special funds (comprised of funds collected by or available to the commission) for the same fiscal year.

Authorizes 15 total headcount positions: 9 permanent and 6 time-limited, with total personal services funding of $1,065,580.00 for salaries, wages, and fringe benefits.

Authorizes the commission to retain proceeds from equipment sales for equipment purchases and to receive and expend proceeds from bonds authorized under Section 69-27-331 et seq., Mississippi Code of 1972.

Requires the commission to maintain complete accounting and personnel records in the same format as fiscal year 2025 and restricts general funds from replacing withdrawn federal or special funds used for salaries.
