Appropriates $1,759,626.00 in special funds to the State Board of Cosmetology and Barbering for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $983,084.00 for personal services including employee salaries, wages, fringe benefits, and vacancy funding for 17 authorized permanent positions.

Requires the board to adopt policies prohibiting new wigology licenses while allowing existing wig specialist and wig salon license holders to continue operations under pre-2014 requirements.

Establishes performance targets including conducting 6,000 annual inspections, processing 1,008 barber and 3,120 cosmetology examinations, and resolving complaints within 90 days.

Limits board meetings to no more than 62 days per year and requires compliance with existing state accounting, personnel, procurement, and appropriation oversight standards.
