Appropriates $674,227.00 in special funds to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $468,557.00 for personal services including $329,521.00 for employee salaries and fringe benefits, $139,036.00 for vacancy funding, and authorizes 6 permanent headcount positions plus 1 new customer service position.

Restricts personal services funds from being transferred to other expenditure categories and requires State Personnel Board oversight to ensure salaries do not exceed appropriated amounts or increase Fiscal Year 2027 needs without legislative approval.

Designates vacancy funding for filling previously authorized but unfilled positions only, not for promotions or salary adjustments to current employees, with proportional reductions if positions are filled after May 1, 2025.

Requires the agency to maintain complete accounting records in the same format as Fiscal Year 2025 and directs preference to Mississippi Industries for the Blind when bids are equal on commodities and equipment purchases.
