Appropriates $906,639,774.00 from State General Fund to Governor's Office-Division of Medicaid for medical assistance and administration for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates an additional $842,307,659.00 from Medical Care Fund and $6,599,898,972.00 from special source funds for Medicaid services.

Authorizes $63,230,003.00 from Health Care Expendable Fund, including $9,000,000.00 for CHIP program at up to 209% poverty level and $54,230,003.00 for medical program matching funds.

Establishes 890 permanent and 82 time-limited employee positions with $61,874,099.00 for personal services, salaries, wages, and fringe benefits.

Sets performance targets for administrative services, medical services, CHIP, and home and community-based waiver programs with specific metrics for claims processing, enrollment, emergency room visits, and fraud investigations.
