Appropriates $84,693,202.00 from special funds in the State Treasury to the Veterans' Home Purchase Board for fiscal year 2026 (July 1, 2025 - June 30, 2026) to cover operating expenses and new home loans.

Allocates $1,528,917.00 specifically for personal services, including $1,363,449.00 for employee salaries and fringe benefits, $165,468.00 for vacancy funding, and authorizes 19 permanent employees.

Authorizes the Veterans' Home Purchase Board to escalate and expend up to $10,000,000.00 from any source for making new home loans in accordance with Department of Finance and Administration rules.

Requires the agency to maintain complete accounting and personnel records in the same format as fiscal year 2025 and submit Fiscal Year 2027 budget requests with comparable detail.

Requires compliance with state expenditure limits, gives preference to Mississippi Industries for the Blind in purchasing decisions, and takes effect July 1, 2025.
