House Bill 40 Summary

• Reappropriates a total of $1,012,519,691.00 across 23 separate fund accounts to the Department of Finance and Administration for construction, repair, renovation, and improvement projects at various state agencies, institutions, universities, and community colleges for fiscal year 2026 (July 1, 2025 - June 30, 2026).

• Reauthorizes expenditure of previously appropriated Special Funds and Capital Expense Funds that remain unexpended as of June 30, 2025, with the largest reappropriations being $287,710,223.00 (Fund 6611330000) and $134,549,679.00 for COVID-19 eligible expenses under the American Rescue Plan Act.

• Restricts expenditures to the unexpended balance remaining as of June 30, 2025, and prohibits changes to the original purpose for which funds were authorized.

• Authorizes the Bureau of Building, Grounds and Real Property Management to receive and expend state, local, or other supplemental funding sources for construction and renovation projects.

• Effective July 1, 2025.
