Appropriates $1,480,857,218.00 from special funds to the Mississippi Department of Transportation for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $194,196,431.00 for personal services including employee salaries, wages, fringe benefits, and vacancy funding for 2,698 authorized permanent positions.

Distributes appropriated funds across five program areas: Administration and Other Expenses ($65,074,930.00), Construction ($1,021,793,945.00), Maintenance ($274,635,791.00), Debt Service ($81,809,242.00), and Aeronautics, Rails and Other ($37,543,310.00).

Requires minimum expenditure of $80,000,000.00 for contracted maintenance overlay and pavement rehabilitation; mandates $5,000,000.00 transfer to Department of Public Safety for Commercial Transportation Enforcement operations; and provides $650,000.00 to Department of Agriculture for Beaver Control or Eradication Program.

Appropriates additional funds from special state funds including $250,000,000.00 from 2022 Capacity Project Fund, $40,000,000.00 from 2022 Infrastructure Match Fund, $60,000,000.00 from 2022 Emergency Road and Bridge Fund, $48,000,000.00 from Strategic Multi-Modal Investments Fund, and $100,000,000.00 from 2023 Lafayette County Infrastructure Improvement Funds.
