Appropriates $39,664,808.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates $46,460,807.00 from federal, student fees, and other special source funds for the same designated institutes and programs.

Allocates specific amounts to individual programs including the Center for Advanced Vehicular Systems ($4,742,588.00), Gulf Coast Research Laboratory ($8,621,664.00), Research Institute of Pharmaceutical Sciences ($5,395,752.00), and 13 other institutes and centers.

Provides $1,500,000.00 specifically for the National Center for Cannabis Research and Education at the University of Mississippi for data analysis, educational initiatives, and collaboration with the State Department of Health.

Reappropriates $300,000.00 from the Capital Expense Fund for repair and maintenance of the fire detection and suppression system at the IHL Education and Research Center.
