Appropriates $20,566,652.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes $52,903,069.00 in special source funds expenditures for the College of Veterinary Medicine, including $750,000.00 from the Education Enhancement Fund and $17,500,000.00 from the Mississippi State University Veterinary School Fund for Wise Center design, construction, renovation, and equipping.

Allocates $125,000.00 for Chronic Wasting Disease testing, programming, and personnel expenses, and $120,000.00 for the Dr. Elton Mac Huddleston Rural Veterinarians Scholarship Program.

Establishes performance targets for fiscal year 2026 including 95% of DVM students passing NAVLE at graduation, 95% employment rate within 12 months, 55 grants/contracts awarded, 40,000 animal health center patient visits, and 31,500 diagnostic lab accessions.

Effective July 1, 2025; requires agency budget request for fiscal year 2027 to report on performance target achievements and comply with existing appropriation restrictions.
