Appropriates $189,281,253 from the State General Fund and authorizes $1,728,962,368 from patient fees and special source funds to the University of Mississippi Medical Center for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Requires the Medical Center to maintain the School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific funding for scholarships and programs: $2,170,000 for Rural Physicians Scholarship Program (including $35,000 for psychiatrist scholarships), $420,000 for Rural Dentists Scholarship Program, $4,750,000 for Cancer Institute, $595,000 for A Comprehensive Tobacco Center, $3,000,000 for MIND Center, and $1,200,000 for Child Health and Developmental Promotion Fellowship Program.

Provides $1,349,998 to the Blair E. Batson Hospital for Children's Safe Center for care of abused and neglected children and facility improvements.

Reappropriates capital funds for the Asylum Hill Project ($2,053,082) and Mississippi Rare Disease Advisory Council ($82,566), and prohibits funds from being used for medical services to state agencies without reimbursement.
