Appropriates $200,296.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2025.

Requires the agency's fiscal year 2027 budget request to be submitted to the Joint Legislative Budget Committee in comparable format and detail to the fiscal year 2026 request.

Directs that Mississippi Industries for the Blind receive preference when two or more bids are equal in price, quality, and service, and similar preference for purchases without competitive bids.

Effective July 1, 2025.
