Appropriates $5,897,422.00 from the State General Fund and $28,640,258.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Authorizes 188 total employee headcounts (122 permanent, 66 time-limited) with $18,992,092.00 allocated for personal services including salaries, wages, and fringe benefits; includes six new headcount positions in management, geographic information systems, information technology, and procurement.

Appropriates additional funds totaling $585,056.00 from the General Fund and $450,755,692.00 from special treasury funds for disaster assistance programs, public assistance, individual and family grants, and mitigation programs related to multiple past disasters including hurricanes, flooding, and severe weather events.

Authorizes the agency director to transfer up to $500,000.00 between fund categories for efficient cash management and authorizes reimbursement payments to Mississippi citizens approved for FEMA's Safe Room Grant Program.

Establishes performance targets for emergency management preparedness, recovery, and mitigation programs; requires notification to the Legislative Budget Office on all disasters requiring state support funding and mandates maintenance of at least nine Area Coordinators statewide.
