Appropriates $28,458,588.00 from the State General Fund to the Mississippi Department of Information Technology Services for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Appropriates $21,487,878.00 from special funds collected by the Department for telecommunications, data center, and information technology services to state agencies.

Authorizes $12,451,403.00 for personal services including employee salaries, wages, and fringe benefits for 141 permanent positions, plus nine new headcounts in IT Project Management, Statewide Procurement, and Public Cloud services.

Appropriates $11,921,851.00 from the State General Fund to the Wireless Communication Commission for fiscal year 2026, with $895,141.00 for personal services covering nine permanent positions.

Reappropriates $1,500,000.00 from the Capital Expense Fund for upgrades and maintenance of the Statewide Payroll and Human Resource System (SPAHRS), and provides $1,000,000.00 for procurement modernization and $747,607.00 for implementation of the Mississippi Statewide Data Exchange Act and Cloud Center of Excellence Act.
