Appropriates $5,352,002.00 from the State General Fund to the State Personnel Board for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $4,424,204.00 for Personal Services including employee salaries, wages, fringe benefits, and vacancy funding with an authorized headcount of 47 permanent positions.

Authorizes one new statewide Human Resources Job Classification position for fiscal year 2026.

Prohibits funds from being expended until the State Personnel Board publishes the projected annual cost to fully fund all appropriated positions for all agencies with compliance language in their appropriation bills.

Establishes spending restrictions requiring the agency to ensure no personnel actions cause expenditures to exceed appropriated amounts when annualized, with the State Personnel Board freezing salary actions if budget compliance cannot be met.
