Appropriates $56,985,898.00 from the State General Fund and $25,846,252.00 from special funds to the Mississippi Department of Revenue for fiscal year 2026, covering operations of the Homestead Exemption Division, Motor Vehicle Comptroller functions, Alcoholic Beverage Control Division Liquor Distribution Center, and Enforcement Division.

Allocates $94,000,000.00 to reimburse counties, road districts, school districts, and municipal separate school districts for tax losses resulting from homestead property tax exemptions under Mississippi Code Section 27-33-1 et seq.

Appropriates $6,400,000.00 for purchasing motor vehicle license tags, which must be manufactured in Mississippi and cannot be used for fastening devices.

Authorizes 612 permanent employee headcount with $44,922,832.00 for personal services including salaries, wages, and fringe benefits, with restrictions on salary transfers and use of vacancy funding.

Reappropriates $1,279,971.00 from the Capital Expense Fund for IT infrastructure, facility repairs, equipment, and ABC Liquor Distribution Center operations, and provides $775,000.00 for high-speed scanners and $2,775,000.00 for ABC Warehouse technological equipment.
