Appropriates $12,505,269.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2026 (July 1, 2025 - June 30, 2026).

Allocates $8,961,121.00 for personal services including employee salaries, wages, and fringe benefits ($8,446,956.00), and vacancy funding ($514,165.00) for an authorized headcount of 86 permanent positions.

Includes $300,000.00 from the DBCF Civil Money Penalty Fund created by Senate Bill 2049 of the 2025 First Extraordinary Session.

Requires the agency to maintain complete accounting and personnel records in the same format as fiscal year 2025 and prohibits transfer of personal services funds to other expenditure categories.

Directs that Mississippi Industries for the Blind be given preference for purchases when two or more bids are equal in price, quality, and service, or when purchases are made without competitive bids.
