Amends Section 37-113-55 to transfer disbursement authority of the Mississippi State University Veterinary School Fund from the Department of Finance and Administration to the Board of Trustees of State Institutions of Higher Learning.

Corrects the fund number reference for the 2022 Emergency Road and Bridge Fund from 6619440000 to 6619441000 in Chapter 534, Laws of 2024.

Creates the "Mississippi Veteran's Home Improvement Fund" and directs a $2,500,000 transfer from the MSVA-Board CEF for design, construction, and equipping of a new veteran's home in Rankin County.

Creates the "United States Fire Insurance Company Settlement Fund" and directs a $310,362 transfer from the Attorney General Contingent Fund on July 1, 2025, to cover costs related to a settlement for damage to the Mississippi Delta Community College bookstore.

Directs multiple state treasury transfers totaling over $820 million to various capital improvement funds, disaster assistance funds, and specialized agency funds including allocations for University of Southern Mississippi repairs ($2,047,425.77), disaster relief ($8 million), firefighter programs ($5 million), and outdoor stewardship ($12 million).
