Transfers administration of the Secretary of State Land Improvement Fund to the Department of Finance and Administration and renames it the Land Improvement Fund, with funds designated for improving LeFleur's Bluff State Park according to the LeFleur's Bluff Conservancy master plan.

Directs the State Treasurer to transfer $13,000,000 from the Capital Expense Fund to the Land Improvement Fund upon the act's effective date.

Creates "The LIFT at the Mississippi Children's Museum Fund" within the State Treasury to assist with construction, development, upgrades, and improvements to the Mississippi Children's Museum in Jackson for workforce development training purposes.

Directs the State Treasurer to transfer $5,000,000 from the Capital Expense Fund to The LIFT at the Mississippi Children's Museum Fund upon the act's effective date.

Both funds shall retain unexpended amounts at fiscal year end and deposit all interest earnings back into their respective funds rather than reverting to the General Fund.
