Amends Section 29-9-9 of the Mississippi Code to clarify that purchases from sales of obsolete personal property made by either house of the Legislature or a legislative agency do not constitute a violation of Section 25-4-105(3)(b) of the ethics laws.

Applies to sales of vehicles, equipment, office furniture, fixtures, and other personal property that becomes obsolete or is no longer needed by state institutions, departments, or agencies.

Allows such property to be sold for cash, transferred, traded, exchanged, or donated after obtaining written approval from the Governor's Office of General Services and the State Auditor, or approval by the Legislative Budget Office if under legislative jurisdiction.

Takes effect upon passage.
