Transfers oversight of the Mississippi Foreign Land Ownership Act from the Secretary of State to the Department of Agriculture, including authority to issue formal demands to nonresident aliens who violate foreign land ownership restrictions

Establishes tiered fines for violations: $100,000-$250,000 for first offense, $250,000-$750,000 for second offense, and $750,000-$5,000,000 for third and subsequent offenses

Creates a felony penalty for nonresident aliens owning forest or agricultural land in violation of the law after July 1, 2024, with a minimum fine of $15,000 upon conviction

Authorizes the Attorney General to pursue civil forfeiture of property in Chancery Court if fines are not paid within 30 days, with sale proceeds distributed to lien holders in order of priority

Grants the Department of Agriculture rulemaking authority to implement the chapter in consultation with the Attorney General
