MS HB1041

Authorizes the Mississippi Soil and Water Conservation Commission to construct and maintain a levee system along the Yazoo River within Yazoo County, funded by federal grants and/or appropriations.

Grants the Commission authority to perform all pre-construction, design, construction, environmental mitigation, and right-of-way acquisition activities for the levee project.

Allows the Commission to contract with public and private entities and to enter into maintenance agreements with political subdivisions for up to 99 years.

Permits the Commission to cede rights of way, levees, and management control of the project to the federal government.

Amends Section 69-27-13 of the Mississippi Code to add levee construction authority to the Commission's existing powers and duties.
