Creates the "Strengthen Mississippi Homes Program" within the Department of Insurance to provide financial grants up to $15,000 per home for retrofitting residential properties against hurricanes, tornadoes, and other catastrophic windstorm events

Increases the fee for filing and processing an agent's certificate of authority from $25 to $50, with half deposited into the State General Fund and half into the Strengthen Mississippi Homes Program Fund beginning July 1, 2026

Removes the July 1, 2028 repealer on the program, making it permanent, and eliminates requirements for a cost-benefit study, wind certification inspections, and an advisory council

Requires the Commissioner of Insurance to submit an annual report to the Governor, Lieutenant Governor, and chairs of the House and Senate Insurance Committees detailing grants awarded, homes mitigated, FORTIFIED certificates issued, and estimated premium discounts

Allows the Department of Insurance to contract with state, federal, or nonprofit entities to administer the program, with administrative costs capped at 5% of the program fund annually
