Creates a Personal Motor Vehicle Towing Advisory Committee within the Department of Public Safety to establish statewide maximum towing and storage rates, complaint resolution procedures, and regulations for nonconsensual towing services

Requires all nonconsensually towed vehicles in Mississippi to be stored within the state, and mandates towing companies document vehicle condition with at least four photographs before connecting to a tow truck

Prohibits law enforcement officers from receiving compensation from towing companies, holding financial interests in towing services, or recommending specific towers; also bans towing companies from paying "spotters" to report illegally parked vehicles

Requires private property owners to post visible signage at each entryway warning of towing enforcement, with the international towing symbol at least 4x4 inches and mounted between 5 and 8 feet high

Mandates towing companies maintain itemized invoices and records for 3 years, accept various forms of vehicle ownership documentation without notarization, and prohibits charging "drop fees" before a vehicle leaves the property
