Exempts the Office of State Aid Road Construction (OSARC) from Public Procurement Review Board approval requirements for personal service contracts, similar to the existing exemption for the Mississippi Department of Transportation

Increases the number of passenger automobiles OSARC may own and operate from 7 to 13 vehicles

Requires counties that fail to expend allocated State Aid Road Fund monies for deficient bridge repair/replacement for two consecutive fiscal years to forfeit the outstanding cumulative balance of those funds

Forfeited bridge funds will be reallocated annually to counties with deficient bridge projects that are ready for construction but lack funding, as determined by the State Aid Engineer

Modifies the Local System Bridge Replacement and Rehabilitation Fund to enable reallocation of forfeited monies to counties with bridge projects ready for construction but stalled due to insufficient funds
