Creates a Section 1115 waiver program for uninsured individuals with incomes between 101-200% of the federal poverty level, allowing them to obtain coverage through individual qualified health insurance plans or employer-sponsored coverage with premium assistance

Premium assistance varies by income: 100% coverage for those at 101-150% FPL, 75% for 151-175% FPL, and 50% for 176-200% FPL, with members required to complete annual wellness visits or face reduced premium assistance

Requires the Division of Medicaid to submit waiver applications to CMS by December 31, 2026, and mandates automatic full Affordable Care Act expansion if CMS does not approve waivers by December 31, 2027

Includes a legislative review trigger if federal financial participation drops below 90%, and allows the Legislature to nullify the act if the ACA's enhanced federal matching provision is struck down by the U.S. Supreme Court
