Excludes children from youth court jurisdiction and places them in circuit court when they commit or attempt a crime of violence (as defined in Section 97-3-2) while possessing any firearm

Creates new criminal penalties for transferring stolen firearms to minors (10-20 years imprisonment) or when the stolen firearm is later used in violent crimes (10-30 years) or murder-related offenses (10-40 years)

Establishes a new felony offense for shooting or discharging a firearm into a group of two or more people, with base penalties of 5-15 years imprisonment and/or up to $10,000 fine

Increases penalties for shooting into a group to 5-20 years when occurring at churches, schools, parks, or courthouses; 5-30 years when minors are present; and 10-30 years when the offender is a gang or terrorist organization member

Increases the penalty for committing any crime while possessing a stolen firearm from 5 years to 15 years, to run consecutively with other sentences
