Mandates annual reporting to the Governor and Legislature on free speech barriers, disruption incidents, and compliance measures, with reports due 30 days before each legislative session

Establishes a private right of action allowing aggrieved individuals to sue institutions for violations, with a minimum $5,000 damage award and recovery of attorney's fees if a court finds a violation

Waives state Eleventh Amendment immunity, allowing institutions to be sued in federal court for violations of the act
