MS HB1212

Amends Mississippi Code sections 37-23-31, 37-23-33, and 37-23-35 to update funding allocations for university-based programs (UBPs) serving children with significant developmental disabilities, complex communication needs, or learning deficits

Replaces the previous teacher unit allocation system with funding equivalent to the full base student cost plus all qualifying weighted adjustments under the Mississippi Student Funding Formula (Section 37-151-205)

Removes references to MAEP special education teacher unit funding throughout the code, transitioning UBPs to the total funding formula system

Requires state funds for transportation, extended school year, and total funding formula allocations (including National Board Certification/Speech-Language Pathology Supplements) to be distributed directly to state-supported universities or colleges

Takes effect July 1, 2026
