Mandates annual progress reports to the Judiciary A Committees by September 1 of 2026, 2027, 2028, and 2029, including progress updates, plans to resolve deficiencies, and lists of companies that submitted bids

Extends the deadline for recommendations outlining a new system from July 1, 2026 to July 1, 2027
