Authorizes third-party vendors to notify the department when no claims are made on vehicles within 30 days, allowing the department to immediately remove outstanding liens from the statewide motor vehicle registration system

Requires towing companies to maintain accurate records for three years documenting towed vehicles, requester information, and compliance procedures
