Requires monthly fiscal transparency reporting beginning October 15, 2026, with itemized expenditures including vendor contracts, personnel costs, and funding sources published on a dedicated School Accountability Dashboard website

Authorizes the State Department of Education to withhold total funding formula allocations from districts that fail to timely report required fiscal and personnel data, with noncompliance constituting an accreditation violation

Amends existing accreditation statutes to extend charter school accountability requirements and maintain the A-F school rating system aligned with federal requirements
