Exempts qualifying out-of-state self-funded association health plans from Mississippi insurance laws (Title 83) if they demonstrate compliance with their home jurisdiction's coverage, financial, and reserve requirements

Requires plans to meet specific criteria including: operating as a nonprofit, maintaining at least 3 years of continuous operation, following sound actuarial principles, maintaining excess insurance, and not advertising to the general public

Mandates written disclosure to all participants and prospective purchasers that the plan is not regulated by Mississippi's Department of Insurance and is not covered by Mississippi's Life and Health Insurance Guaranty Association

Requires annual certification to the Commissioner of Insurance confirming continued eligibility, with failure to maintain requirements serving as grounds for revocation of the exemption
