Requires county registrars to verify voter registration applicants through the federal SAVE (Systematic Alien Verification for Entitlements) database when Department of Public Safety records indicate potential noncitizen status or when driver's license information cannot be retrieved

Mandates the Secretary of State to conduct annual checks of the Statewide Elections Management System against the SAVE database at least 180 days before federal general elections and report potential ineligible matches to county registrars

Applicants flagged as potential noncitizens must provide proof of citizenship (birth certificate, U.S. passport, or naturalization documents) within 30 days or be placed in "PENDING" status, allowing them to cast affidavit ballots

Prohibits voter removal based solely on a SAVE match and bars SAVE-based removals during the 90 days before a federal election; cancellation requires either failure to respond or confirmed ineligibility

Requires annual reporting to the Legislature on the number of registrants flagged and removed, with personally identifiable information from SAVE checks exempt from public records disclosure; effective July 1, 2026
