Requires the Mississippi State Auditor to conduct a 50-year comparative review of legislative appropriations to Alcorn State University and Mississippi State University, the state's two land grant institutions, covering fiscal years 1976 through 2026

The review must include total funding from appropriations made through the Board of Trustees of State Institutions of Higher Learning as well as direct appropriations to each university for specific programs

State Auditor must submit a detailed report to the House and Senate Appropriations Committees by December 1, 2026

Report must disaggregate funding by general support appropriations and all other program-specific appropriations for each institution for each fiscal year

Effective date is July 1, 2026
