Creates the Mississippi Medicaid Commission as a 7-member body to administer the Medicaid program, replacing the Division of Medicaid currently housed in the Governor's Office; 4 members appointed by the Governor and 3 by the Lieutenant Governor, all subject to Senate confirmation

Transfers appointment authority for the Executive Director from the Governor to the new Commission; the Executive Director must be a physician with administrative experience or hold a relevant graduate degree, and cannot have served in the Legislature within the previous 3 years

Commission members serve staggered terms of up to 5 years, cannot serve more than 2 consecutive terms, and cannot be Medicaid providers, have financial interests in providers, or be elected officials

Commission members receive $100,000 surety bonds, per diem compensation, and travel reimbursement; 4 members constitute a quorum for conducting business at required monthly meetings

Abolishes the Division of Medicaid effective July 1, 2026, with all powers, duties, records, property, contracts, and employees transferring to the new Mississippi Medicaid Commission
