Exempts Mississippi Highway Safety Patrol vehicle purchases, county group purchase contract vehicles, and vehicles purchased from other states' Federal Transit Administration-approved schedules from bidding requirements

Requires the Mississippi Emergency Management Agency to create a preferred vendor list for disaster cleanup services and authorizes counties to participate in group purchasing programs for certain purchases
